CE.DE.CU. represents a key hub in the Defense sector for dematerialization and preservation activities.
Dematerialization is the set of procedures that allow the creation of a digital document from an analog document, in compliance with the guidelines issued by AgID. The digital document produced is a certified copy of the analog document from which it was derived.
The purpose of this activity is to significantly contribute to the digitization process of the Public Administration, establishing itself as a center of excellence at the national level.
The procedures in place at CE.DE.CU. for dematerialization functions were developed in the early part of the last decade and have now been in operation for over five years, a period during which the organization has acquired and consolidated significant experience in the sector and specific expertise.

The digital preservation of public administration documents is the final step in the administrative lifecycle of documents produced in the performance of its activities, which is of historical, archival, and legal importance.
CE.DE.CU. can play a key role in the preservation of public administration documents.
The center is also equipped with a “SPC” connection, essential for interconnection with other public administrations.
CE.DE.CU. is also accredited by the Agency for Digital Italy (AgID). This accreditation, obtained in December 2015, is subject to the required biennial renewal.
The primary users of the excellent services provided by CE.DE.CU. are the Ministry of Defense, public administrations, and private individuals.
CE.DE.CU., listed in the ANAC register as a public law entity, may also provide its services to other public administrations, subject to specific agreements or conventions. According to the “in-house providing” principle, it may also carry out its activities for other public entities.

history
historical origins of the industrial plant
The Defense Dematerialization and Conservation Center of Gaeta (LT), abbreviated to Ce.De.C.U., originates from the Graphics Workshop established in the early 20th century in the Tyrrhenian city.
It depended on the Military Establishment for Preventive Custody and Penalties, located in the medieval Angevin Castle.
The production and printing facility was staffed by civilian personnel, assisted by military personnel serving prison sentences and employed in social correctional activities, thus fulfilling the various printing needs of the Armed Forces.
In 1936, the printing plant acquired a more professional structure, better suited to the massive use of its capacity for developing and producing publications and brochures for military use. The Second World War interrupted the normal influx of prisoners, significantly reducing the Workshop’s regular production. After the war, the situation remained essentially unchanged from the pre-war period, with the occasional rotation of the prison staff. In 1949, the Gaeta prison also inherited the management role of the previous Roman command of the Military Penal Establishments.
The new printing needs, however, were not compatible with the very short average prison sentences of convicted military personnel, a situation that prevented adequate training and specialization of inmates, who were consequently employed primarily in manual labor activities with little professional development. The staffing structure changed in 1968, when inmates were completely exempted from manual labor, until the prison’s final closure in 1990. Meanwhile, the Graphics Workshop was staffed exclusively by military and civilian personnel from the Defense Department.
In 2001, management of the plant was entrusted to the Defense Industries Agency, which in 2010, with a Ministerial Decree, initiated the process of converting it and establishing a Single Center for the Electronic Storage of paper documents, in line with European Community legislation.
Therefore, in 2013, the Military Graphics Plant definitively ceased its printing operations, focusing its production exclusively on the digitization of paper documents. At the same time, procedures were initiated for the establishment of a Single Defense Dematerialization and Storage Center.
Finally, with a Ministerial Decree of June 25, 2015, the plant was officially reconfigured as a Single Defense Dematerialization and Storage Center, positioning itself as a center of excellence in Italy and Europe, representing the only entity in the public administration system capable of offering a dematerialization service fully compliant with the most up-to-date regulations.
The Center, headed by a Civilian Director (Second Level Manager) assisted by a Deputy Military Director (a Colonel rotating between the three Armed Forces), currently employs highly specialized military personnel from the Armed Forces and civilian Defense personnel.
Since 2024, the Center has also directly managed the Beach Resort at the renowned Serapo beach (Gaeta), with over 400 stations.
